While Clause 22 of the Bill introduced in December 1852 proposed that the sum of £10,000 be annually appropriated from general revenue for sewerage, water supply and sanitary improvement of the City, this Bill was subsequently withdrawn and separate Acts for these purposes were passed, with none containing a Clause granting an annual endowment to the City. The sum of £400,000 authorised for effecting the provisions of the Sydney Sewerage Act and the Sydney Water Act cannot be regarded as an endowment, and is merely a loan guaranteed by the Government. It is hoped that the attached extracts will provide sufficient reason to cause the sum specified as an annual endowment to the City to be placed on the Estimates for the present year.
