Request that the Governor General give the direction required to prevent issue of water to any persons not entitled to receive a supply. Submit that His Excellency consider authorising that the Fountain be leased (as those at the Dock Yard and Soldier's Point) while reserving the right for any vessel in Her Majesty's service to be supplied with water free of charge.
