He gives legal interpretations for "joint owner or tenant" and states that he does not believe the act was intended to enfranchise "mere lodgers" but persons who jointly with others occupied as owners or tenants one entire building provided that the value of the premises so occupied was ascertained to be of sufficient value when divided by the number of occupiers to leave a sum such as would have qualified each of such occupiers if living in separate buildings to be enrolled as a citizen.LanguageEnglish (eng)Digitised recordNo
