Nichols advises that, after reading the report of the Improvement Committee and other documents, he is of the opinion that the certificate given to Dingwall by the late City Surveyor to the extent of the work measured will be considered conclusive evidence against the Corporation that the work was properly performed; in relation to the work not measured, he recommends that it be measured and valued by the present City Surveyor and that that value be offered to Dingwall in full payment of his contract; if Dingwall objects, then the matter should be referred for arbitration by competent persons under the usual terms.LanguageEnglish (eng)Digitised recordNo
