A long report about the water levels in the Crown Street Reservoir and Paddington Reservoir being so low that he recommends intermittent supply of water until the pumping engines at Marrickville are functioning in 3 or 4 weeks' time. He also suggested that they discourage plunge bathing which uses more water than showering or a sponge bath.
