Recommending Frederick Phillips and George Bell receive awards for bravery for their part in the rescue of Mr Johnson, who fell 135 feet into water at the bottom of a shaft sunk by the Stockton Coal Company. Phillips climbed down the sides of the shaft using fingers and toes, while Bell descended by sliding down a wire rope. Attached is a cutting from a newspaper: "A Marvellous Escape. High Diving Extraordinary". The newspaper report mentions Bell but not Phillips.
