Mr Allum inspected the Mitchell premises off Darlinghurst Rd and discovered a pipe to the garden which was not authorized. Mr Mitchell has habitually watered his garden during the whole time water is being piped to the high level and if this becomes the general practice it will be impossible to supply people in upper Dowling St with the necessary supply.
