Further to my report on removal of refuse, apologise my reply of 26th Ult. was not sufficient, and to give impression that removal of chargeable refuse was done by one man during year 1888. When my chief clerk, Mr Sidcock prepared accounts to 30 Sept 1887, income derived was not ½ the expenditure (cartage & labour) and I informed the then Mayor (Ald Riley) of difficulties in getting monies due paid into Treasury. He visited and gave verbal instructions to discontinue collection of chargeable refuse at end of the year, and printing of various books instead of written forms, in presence of Mr Sidcock. I issued instructions only house refuse be removed from 31 Dec. at Council's expense, and that has been followed. The cart your Worship imagines was used, is owned by a Carter named Parton, working until 31/12/1887, under oversser H Brown. After that, when number of carters and labourers reduced, it was in ordinary works under my control. Labourer with cart was Mulligan, until Partons dismissal. Mulligan since employed as a Ganger, and affirms positively not a particle of chargeable refuse was collected after 31/12/1887. I am informed, after 1/1/1888, Parton purchased a similar cart and removed refuse from merchants and other premises on his own account, with his own men. Since his dismissal he has had 2 carts employed in the same work, as seen by me at the work until yesterday.LanguageEnglish (eng)Digitised recordYes
