Unique IDOR-0012DescriptionIn March 1987 the Council of the City of Sydney was dismissed from office by the NSW State Government and replaced by appointed Commissioners who administered the City until December 1988. A primary motive for this was a perception by the Government that the City Council was insufficiently committed to some major infrastructural projects (the monorail, Darling Harbour redevelopment). For a fuller discussion of this, see Hilary Golder, Sydney's Elections: a short electoral history of Sydney City Council 1842-1992 (Sydney, the Council, 1995) pp 70-76. While the Commissioners exercised the powers of the Council, a special inquiry was held into the future structure and functions of the City Council. The Goran Report (1988) advocated separating the central business area from surrounding suburbs and replacing municipal government with a special commission to ensure it was governed as a financial, commercial and tourist centre. The latter recommendations were sidelined as undemocratic, but the number of Councillors was reduced to only seven (including the Lord Mayor) from the previous twenty-eight and the boundaries were redrawn to place all the areas outside the Central Business District and some surrounding special purpose areas, into a new South Sydney City Council. All the areas the City of Sydney had absorbed since 1908 and not already lost to surrounding municipalities, plus areas that had been part of the City since 1842 (East Sydney, Woolloomooloo and Kings Cross, most of Surry Hills, parts of Ultimo and all of Chippendale) were transferred to the new South Sydney City Council. With effect from 8 May 2003, the following areas returned to the City of Sydney: Potts Point, Elizabeth Bay, Kings Cross, Darlinghurst, Chippendale, Ultimo, and parts of Rushcutters Bay, Camperdown and Darlington. Archivist noteUnder the arrangements laid down by the Commissioners for the separation of South Sydney from the Sydney City Council, the Archives Section of the latter Council was to provide a complete range of archives services to South Sydney. In practice this amounted to provision of records storage and disposal services, and a lending service, to some departments of South Sydney. The provision of archives cross services was terminated on 30 September 1993. At the time of the split, current City records relating to the South Sydney area were transferred to SSCC. Non current/archival records were not transferred, although there was significant 'leakage' of such records carried by officers transferring to SSCC, especially from CA 5, City Engineer's Department.
