Elisha Hayes. Complains that the water rates on his premises in Castlereagh Street are based on 3 rooms, when they used to be based on 2 rooms. There are four houses, let at ten shillings a week. The third room is actually a loft, with a 2 foot by 1 foot trapdoor. He mentions that the taxes on these premises are now 12% on the gross return, supposing them to tenanted year round. There is a notation by E Bell, City Engineer which gives a description of the premises: No 241 has 13 rooms and a closet; No 243 has 7 rooms and closet; No 1 in the yard has 3 rooms and a closet; No 2 in the yard has 2 rooms and a closet; Nos 3 and 4 have 3 rooms each and closets. Bell sent both Mr Clayton and Mr Allum to inpect the properties. Bell notes that "Dickman lived in one of these houses when the allies were not floored or plastered - Mr Hayes has plastered them since and rendered them habitable - in one of them Mr Clayton saw two beds at the time of inspection."
