There is "no objection to the fountain recently removed form Hyde Park, being erected in the open space in front of the Victoria Barracks, Paddington, for the supply of water to the residents of that locality". The surveyor, Mr Armstrong suggests that it be placed more than 200 yards from the toll-gate, to escape the toll, and Paddington Council requires that "the footway be kept clear, and that ingress and egress be of convenient width for carts".
