He requests that the Council supply a statement of the steps which have been taken by the Inspector of Nuisances to enforce the provisions of the Smoke Nuisance Prevention Act, since it came into operation. Appended is a report by Richard Seymour, the Inspector of Nuisances, where he states that immediately after the Act came into operation, he inspected nearly all the mills, factories, bakeries, sugar houses and breweries within the City, and wherever necessary gave the owners notice to comply with the requirements of the Act. He was only compelled to proceed against two persons: J H Goodlett, the proprietor of a furnace in Riley Street used for the manufacture of earthenware pipes; and Mr Ward, a blacksmith in Lime Street.
