He reports that 'it has been customary for an application to be made from this Office, by direction of His Worship The Mayor, for the payment from the Colonial Treasury of this annual grant into the bank to the credit of the "City Fund", but that it appears that no such instructions were given, nor was any such application made during the year 1876.'
