He acknowledges receipt of the Council's letter of 26th February, and says he does not feel disposed to exchange the allotment. However he is willing to lease it for 10 or 15 years at the rent of 10 shillings per annum paid in advance and he would undertake to enclose the allotment with a neat and substantial fence and plant it with ornamental trees.
