Henry Halloran, Colonial Secretary's Office. Refers to the application made in December by Messrs Cooper and Bailey for permission to have a parade of animals belonging to their circus through the streets of Sydney. The same application was made by their agent, Mr Giulis G Agrati. The opinion of the Inspector General of Police is that the original proposal to take the procession along George Street, "at the hour of greatest traffic would entail a serious risk of accident". However "there would be little or no risk in permitting the parade by the route from the Haymarket, down Castlereagh and Elizabeth Streets, and by Hyde Park and other streets to the eastward".
