He had sent a letter on the 16th, asking for information for William Clark, Advising Engineer, concerning the levels of the lowest floors of the buildings throughout the city. He enclosed an extract of a letter from Clark, who gives the opinion that the levels should be taken, and should be in the possession of the sanitary authorities and 'it is over the undrained portion of the city that such levels should first be ascertained, and the height above Datum written on the largest scale survey of the city at present available'.
